as practicable. I would add with reference to

that subject, that now that it has been decided that the

Officer in Command of the Troops is to administer the

Government in the absence of the Governor, it might be

well that he should be given a seat in the Legislative

Council, and he might be counterbalanced by one alii-

tional unofficial member, whom I should leave the

Governor to nominate, telling him, when feasible to

select a second Chinaman.
